Mr. Gillett requested City Council to. consider approving Resolution 98-02 authorizing the City Manager to execute and return the Participation Agreement on behalf of the City of La Porte and to contribute an amount not to exceed ten cents ($0.10) per capita, to assist in addressing the issues and concerns raised by EPA's Phase II Storm Water Program. In addition, Mr. Gillett addressed Council questions. Motion was made by Councilperson Sutherland to ap'prove this Ordinance as read by the Assistant City Attorney. Second by Councilperson Engelken. The motion carried, 9 ayes, 0 nays. Rankin Planning Director Guy Rankin presented summary and recommendation to City Council. Mr. Rankin informed City Council there have been some resent citizen complaints regarding the ability to add fill dirt to an individual property. The Planning Department wishes to amend Development Ordinance #1444, to provide protection for property owners adjacent to persons that seek to alter or change the elevation of their property. In addition, Mr. Rankin addressed Council questions.
