<br />. <br /> <br />. <br /> <br />Page 2 <br /> <br />Councilmember Chuck Engelken suggested holding a Town Hall meeting to allow <br />citizens to provide input to the committee. <br /> <br />The committee agreed to conduct a field tour at the next meeting. <br /> <br />Brian Sterling provided City Council with a brief overview of the fill dirt process. <br /> <br />Councilmember Bruce Meismer stated he felt the committee needed to carefully review <br />the process and make sure both parties' sides was reviewed and reasonable choices would <br />be recommended considering both sides. <br /> <br />Councilmember Mike Mosteit asked whether or not the City was doing its job in <br />monitoring fill dirt permits and did the ordinance include the language to cover all <br />parties. He was concerned of how the filling of dirt is impacting the citizens and the city? <br /> <br />It was noted the committee needed to determine if the hauling of dirt was doing damage <br />to city streets. If so, who is responsible? <br /> <br />It was noted that there needs to be clarification on whether or not citizens can bring more <br />than 5 loads to fill property. <br /> <br />Councilmember Mike Mosteit informed the committee that James Warren saw tractor <br />trailer loads of dirt being hauled. City Manager Debra Feazelle noted that was Exxon and <br />they had a permit in process before the moratorium. <br /> <br />Councilmember Bruce Meismer noted that all citizens should be treated equal and the <br />processes in place should ensure the equal treatment. <br /> <br />Councilmember Barry Beasley noted concerns with commercial development and stated <br />those needs need to be looked at immediately and the moratorium may need to be <br />amended. <br /> <br />The committee requested staff to bring the history offill dirt ordinances and minutes to <br />~e next meeting. <br /> <br />It was noted that they need to randomly check sites where permits have been issued. <br /> <br />Councilmember Bruce Meismer noted any changes to the ordinance should consider lot <br />size proportion. <br /> <br />The committee agreed to meet again on July lOth at City Hall for a Town Meeting and <br />Committee Meeting. The committee will conduct a tour in Districts I, 4 and 6 at that <br />meeting. <br /> <br />Citizens may speak in person at the meeting or e-mail their concerns to the City <br />Secretary's Office. <br /> <br />4.
