Friendswood Drive <br />Friendswood City Council will decide Monday whether to freeze property tax bills for <br />the disabled and those 65 and older. <br />City Council already has passed the ordinance by a unanimous vote during its Oct. 3 <br />meeting, City Manager Ron Cox said. A second vote is needed for it to be adopted. <br />Should City Council pass the ordinance, Friendswood would join Clear Lake Shores, <br />Dickinson, La Marque, Santa Fe and Texas City as the other cities in Galveston County <br />to adopt a freeze. In June, Galveston County commissioners also approved one. <br />A state constitutional amendment approved by voters in 2003 allows for the freeze, <br />which cannot be repealed once adopted by a city or county. <br />The freeze means a person's home value could increase and the county tax rate could <br />rise, but the city tax bill would remain the same, unless improvements are made to the <br />home. <br />
