<br />MINUTES OF THE SPECIAL CALLED REGULAR MEETING OF THE FISCAL AFFAIRS <br />COMMITTEE <br />September 20 & 21, 2010 <br /> <br />1. Call to Order <br /> <br />The meeting was called to order by Chairman Chuck Engelken at 5:00 p.m. on September <br />20, 2010. <br /> <br />Members of Committee Present: Board Members Chuck Engelken, Daryl Leonard, Louis <br />Rigby and Tommy Moser. <br /> <br />Members of Committee absent: None <br /> <br />Members of City Council. City Executive Staff and City Employees Present: City Manager <br />Ron Bottoms, Councilmember Jay Martin, Councilmember John Zemanek, Director of <br />Finance Michael Dolby Comptroller Phyllis Rinehart, Patrol Officer Sherman Moore, City <br />Attorney Knox Askins, Patrol Officer Chris Paige, Assistant City Manager John Joerns, Office <br />Coordinator Melisa Boaze, Director of Public Works Steve Gillett and Assistant City Secretary <br />Sharon Harris, Secretary III Robin Eldridge and Planning Director Tim Tietjens. <br /> <br />Others present: Chuck and Jane Rosa, Dottie Kaminski, Mr. and Mrs. Aguilar, Adam Yanelli, <br />Phillip Hoot, Mr. and Mrs. Nolley, David Janda, Mr. and Mrs. Ted Powell, Stephanie Harris <br />and Scott Kohler of Belt, Harris Pechacek LLLP. <br /> <br />2. Discuss and Review preliminary report from Belt Harris Pechacek, LLLP as a result of an <br />agreed upon Procedures engagement for the Town Plaza Project forensic audit - C. <br />Engelken <br /> <br />Stephanie Harris passed out the preliminary draft documents that were numbered and they <br />were picked up at the conclusion of the meeting. <br /> <br />Ms. Harris informed the Council before going into detail discussions that they found no <br />significant non-compliance issues. She noted there were things that could have been done <br />better and differently and these are all covered in the report and she would be going over in <br />detail this evening. <br /> <br />Ms. Harris went over the report page by page and item by item. Additionally, she answered <br />questions from Fiscal Affairs Committee Members when she finished. <br /> <br />At the conclusion of the discussions, the committee wanted to get the following answers prior <br />to reconvening the following evening: <br /> <br />1 ) To provide the appraised value of 109 and 111 San Jacinto. <br />2) To determine if the City was first, second or third lien holder on the property. <br />3) Did Garson Silvers in fact file bankruptcy or not? <br />
