Call to Order <br />Chairman Chuck Engelken called the meeting to order at 5:00 p.m. Present were: Committee <br />Members Daryl Leonard and Jay Martin. Also present: City Secretary Patrice Fogarty, City <br />Manager Corby Alexander, Finance Director Michael Dolby, and Controller Phyllis Rinehart. <br />2. Consider approval or other action regarding minutes of the September 28, 2015, meeting of <br />the Fiscal Affairs Committee — P. Fogarty <br />Committee Member Leonard moved to approve the minutes of the September 28, 2015, meeting. <br />Committee Member Martin seconded. MOTION PASSED UNANIMOUSLY 3/0. <br />3. Receive and review First Quarter (FY2016) Investment Report — M. Dolby <br />Finance Director Michael Dolby presented the First Quarter (FY2016) Investment Report. <br />4. Receive and review month of June -August (FY2015) and September -November (FY2015) <br />Purchasing Card Expenditures — M. Dolby <br />The Committee received the months of June -August (FY2015) and September -November (FY2015) <br />Purchasing Card Expenditures. There were no questions from Committee Members. <br />5. Receive presentation of the 2015 Comprehensive Annual Financial (CAFR) Report — M. <br />Dolby <br />Paula Lowe, CPA with Pattillo, Brown & Hill, LLP, presented the 2015 Comprehensive Annual <br />Financial (CAFR) Report. <br />Committee Member Martin asked how is the motor pool fund audited. Ms. Lowe provided a <br />summary for auditing processes. <br />6. Set date for next meeting — M. Dolby <br />The Committee set May 9, 2016, at 5:00 p.m., as the date and time for the next meeting. <br />7. Administrative Reports — C.
