The meeting was called to order by Vice President Walter <br />Springall at 2:00 P.M. <br />Members of the Board Present: Vice President Walter <br />Springall, Secretary-Treasurer E. W. "Buddy" Felscher, Robert <br />White, B. Don Skelton, John D. Lawler <br />Others Present: Knox Askins, City Attorney; Paul Martin, Bond <br />Attorney; Cherie Black, City Secretary; Henry Ramirez, PPG <br />Industries; Ted Pate, PPG Industries <br />2. Election of new•~officers was held and the following elected: <br />President Walter Springall <br />Vice President B. Don Skelton <br />Secretary-Treasurer E. W. Felscher <br />3. The Board considered the issuance of bonds for a project for <br />the benefit of PPG Industries. <br />Motion was made by Robert White to approve the application of <br />PPG Industries for Industrial Development bonds. Second by <br />John D. Lawler. The motion carried, 5 ayes and 0 nays. <br />Ayes: Walter Springall, B. Don Skelton, E. W. Felscher, <br />Robert White, John D. Lawler <br />Nays: None <br />4. Paul Martin, Bond Attorney, reviewed new regulations, fee <br />schedules and bond procedures for the Board. <br />., .. <br />Motion was made by B. Don Skelton to approve the new <br />regulations, fee schedules and bond procedures. Second by E. <br />W. Felscher. The motion carried, 5 ayes and 0 nays. <br />Ayes: Walter Springall, B. DoD Skelton, E. W. Felscher, <br />Robert White, John D. Lawler <br />Nays: None <br />5.
