Authority <br />Attorney read Resolution 87-1, Approval of Water Conservation <br />and Drought Contingency Plan of the La Porte Area Water <br />Authority; finalize compliance with open meetings law; and <br />providing an effective date thereof. Motion made by Jerry <br />Bramlett to adopt the Resolution as read. Seconded by Rick <br />Matthews. Motion passed unanimously. <br />7. Bob Herrera presented a draft letter to the City of Seabrook <br />addressing the issue of cost participation in the transmission <br />line from the Southeast Water Purification Plant. Discussion <br />centered on the feasibility of this project, the problems that <br />could come up during the life of the project, and the possible <br />cost savings. Motion made by Rick Matthews, seconded by Jerry <br />Bramlett, to authorize the General Manager to write a letter to <br />the City of Seabrook declining the offer to participate in <br />transmission lines, citing Seabrook"s letter of January 26, <br />1987 declining to participate with the Authority. <br />8. Jerry Bramlett requested that the Board begin looking at the <br />possibility of the Cities of Morgan"s Point and Shoreacres, and <br />the Bayshore Municipal Utility District joining the Authority, <br />to enable representation. He cited the quick response from the <br />entities by signing the contracts. <br />9.
