<br /> <br />Page Two <br />Minutes <br />December 13, 1988 <br />a report will be made at the next meeting. Secretary Claude <br />Graves made a motion that the invoice from City of Houston be paid <br />and seconded by Member Mike Wadsworth. Motion was unanimous. <br />5. Bob Herrera stated that staff has put together a time line to <br />indicate the critical timing for actions necessary for the <br />construction of the transmission line. He recommended advertising <br />for bids in early January with bid opening in early February. Mr. <br />Herrera discussed the need to advertise for bids in order to <br />comply with the Harris-Galveston Coastal Subsidence District <br />surface water mandate. Bob Herrera reported on the status of <br />acquiring easements from the various entities and individuals <br />involved. Assistant City Manager John Joerns explained the <br />requirement to advertise for prequalification as well as the <br />bidding process not only to honor state statutes but also our <br />charter requirements to advertise. Mr. Joerns stated this <br />advertising puts the notice out to the subcontractors, vendors, <br />and suppliers that the project is ready to bid. It was also noted <br />that the advertisement to bid is open only to prequalified <br />contractors. Secretary Claude Graves questioned the status of the <br />payment to CWA of ten thousand dollars ($10,000.00) for license <br />fee. General Manager Bob Herrera reported the drawing up of the <br />document by the attorney is holding this up but has been assured <br />by the Director of CWA that this is forthcoming. Secretary Claude <br />Graves made a motion to advertise for bids right away and seconded <br />by Member Mike Wadsworth. Motion was unanimous. <br />6. Dale Conger of Espey Huston & Associates, Inc. reported they are <br />ready to go out for bids. He stated they have discussed with the <br />City of Houston the master water meter location and type. Mr. <br />Conger told the City of Houston we would install a turbine meter <br />with a bypass line mounted on a slab of concrete. The location <br />and accessory valves would be left up to the City of Houston. The <br />Authority would bid the job with this in the contract and have <br />control over the cost of the meter installation. A letter was <br />delivered to the City of Houston stating there would be no <br />objection to a back flow preventer put on their line as long as <br />the pressure a•t the meter was maintained at the level we require <br />to make our system work and that they would bear the cost of the <br />devices. <br />7. General Manager Bob Herrera stated the Board will be asked to <br />consider appointing an auditor at the next meeting. Mr. Herrera <br />will also be visiting with Espey Huston & Associates, Inc. <br />concerning inspection services when the job gets started and <br />anticipates bringing a proposal by February. <br />8. President Jerry Bramlett complimented the Board on a year that he <br />feels has been very productive and expressed his appreciation for <br />the work done by staff. <br />
