C~ <br />Page Three <br />Minutes <br />February 7, 1989 <br />• <br />8. Dale Conger of Espey, Huston & Associates, Inc. went through the <br />schedule for submittal of bid to the Texas Water Development <br />Board. <br />g. John Joerns stated all letters that the Board requested at the <br />last meeting have been sent to the proper authorities. He stated <br />there were two (2) letters concerning the audit that required <br />signatures. <br />Steve Gillett discussed some information he had procured on the <br />problems the City of Houston is having acquiring the easements <br />going west from the plant for their distribution lines. This has <br />delayed the plant and could be the source of the Authority"s legal <br />problems. Mr. Gillett reported the same attorney doing the legal <br />work for the City of Houston is doing the legal work for CWA. He <br />stated this is significant because the City of Houston can"t <br />start-up the plant until they have somewhere to send the water. <br />CWA contractor constructing the raw water line is behind schedule <br />and is expected to finish March 1, 1989, and should not affect the <br />Authority"s schedule. The City of Houston has awarded the design <br />contract for the internal line to Turner Collie & Braden, Inc. and <br />they expect to be completed October 1, 1989• <br />The Board expressed their desire to stress the urgency to the City <br />of Houston to expedite the license agreement for use of the CWA <br />right-of-way. John Joerns stated he would meet with Bob Herrera <br />and they would begin pressing the matter. <br />Authority Attorney John Armstrong reported a meeting of the <br />Authority will be needed in about two (2) or three (3) weeks to <br />approve the Bond resolution, documents, and certificates for the <br />February 28, 1989 closing date. He stated he would request the <br />meeting from the General Manager at that time. <br />10. President Jerry Bramlett questioned if the presentation to Council <br />on the contract explained the PVC versus the ductile pipe. John <br />Joerns stated a cover sheet and a narrative have been prepared <br />from staff. Secretary Claude Graves inquired on the status of the <br />other pending easements. John Joerns stated we have commitments <br />from each party. <br />
