Assistant City Manager John Joerns outlined the need to move <br />forward with a decision to issue a notice to proceed to circumvent <br />the need for an additional special called meeting. It is <br />requested that the Authority authorize the General Manager to <br />issue the notice to proceed. An area of concern was expressed by <br />the Board regarding the acquisition of easements prior to issuance <br />of the notice to proceed. Mr. Joerns informed the Board that the <br />Coastal Water Authority (CWA) had returned the ten thousand dollar <br />($10,000.00) check that was sent along with a letter describing <br />this would be payment in full for the license agreement to use the <br />Bayport R.O.W. A letter received from the CWA dated March 7, <br />1989, was discussed. Mr. Joerns stated the letter was written to <br />assure the Board that the construction contract should go forth. <br />The Board expressed concern over the final accounting of costs. <br />Attorney John Armstrong recommended that the Board require the <br />General Manager to issue the notice to proceed with the following <br />stipulations; (1) Bond proceeds have been received, and (2) a <br />license agreement or a right of entry be executed with CWA. <br />Motion wa.s made by Secretary Claude Graves and seconded by Vice <br />President Richard Matthews to authorize the General Manager to <br />issue a notice to proceed with the provision that (1) the bond <br />proceeds have been received and (2) subject to the conditions <br />provided by the engineer. Motion was unanimous. <br />6. Dale Conger had nothing to report at this time. <br />7. John Joerns outlined the recent meeting with William P. Bullock, <br />Assistant Director of Utility Operations, Public Works Department <br />with the City of Houston. Mr. Joerns stated Mr. Bullock, who is <br />in charge of operations of the plant, wanted to establish a <br />relationship with customers of the City of Houston. Mr. Joerns <br />explained an update of the SEWPP cost estimate is not available <br />from the City of Houston. <br />8. President Jerry Bramlett had no additional comments. <br />
