• • <br />Page Two <br />Minutes <br />June 6, 1989 <br />6. Dale Conger and Robert Ray of Espey, Huston & Associates, Inc. <br />discussed the construction progress of the transmission line. The <br />Board asked various questions concerning the construction schedules. <br />Progress pictures were passed around the Board for their information. <br />Bale Conger discussed the possiblility of change orders from the <br />contractor on design variations that should be a deduction from the <br />total contract. Secretary Claude Graves asked for an opinion of the <br />quality of the contractor from Robert Ray. Mr. Ray stated he had <br />observed Mercer to be an excellent contractor and is easy to <br />communicate with on problems and suggestions. <br />7. Assistant City Manager John Joerns stated that a signed easement has <br />been received from PPG. However, a forty (40) foot section had been <br />omitted inadvertently. A meeting has been held with PPG and they have <br />stated when they receive a revised metes and bounds, they will sign a <br />revised easement document. Carlos Smith Engineers & Surveyors, Inc. <br />is working on correcting the metes and bounds description. Steve <br />Gillett outlined the correct routing and stated the cost to correct <br />the metes and bounds description will be less than eighty dollars <br />($80,00). <br />John Joerns reported a final document has been sent to the trustees of <br />Heights Savings for signature concerning the Shoreacres easement. <br />John Joerns stated that all of the participants (Friendswood <br />Development Company, Coastal Water Authority, and the City of La <br />Porte) of the CWA easements have agreed on the language. A letter and <br />a license agreement should be forthcoming as indicated by Ralph <br />Rundle. The fee for the use of this easement should be invoiced. <br />John Joerns discussed the fact that the Contractor had entered into <br />several verbal agreements for fill dirt. One citizen has come forward <br />expressing his dissatisfaction with the quality of the fill dirt. <br />There were no written agreements and the citizen was informed that any <br />verbal agreement between himself and the contractor was outside the <br />scope of the contract between the Authority and the Contractor. The <br />Contractor has instituted a written release agreement to be used. <br />8. President Jerry Bramlett had no report at this time. <br />
