Motion was made to approve payment to Mercer Construction in <br />the amount of Two Hundred Forty Thousand Twenty-Seven <br />Dollars and Ninety-Seven Cents ($240,027.97) by Vice <br />President Rick Matthews and seconded by Member Mike <br />Wadsworth. The invoice was discussed by Steve Gillett with <br />staff recommending payment. Motion was unanimous. <br />6. Approval of catch-up payment to the City of Houston was <br />discussed. Steve Gillett explained the invoice and stated <br />staff recommended payment. After some discussion, motion <br />was made by Member Mike Wadsworth to approve the payment to <br />the City of Houston in the amount of One Hundred Eighty- <br />Seven Thousand Three Hundred Thirty Seven Dollars and Fifty- <br />Seven Cents ($187,337.57) and seconded by Secretary Claude <br />Graves. Motion was unanimous. <br />7. Dale Conger discussed the problems encountered with the <br />location for the master meter at the Southeast Water <br />Purification Plant. Ne discussed the stand of the City of <br />Houston over the supply of power to the controls at the <br />master meter. Mr. Conger explained two alternatives for the <br />contractor. The City of Houston has agreed to allow the <br />contractor to connect to the plant's electrical system with <br />a sub-meter. The second alternative would be to actually <br />install solar panels, bypassing the City of Houston. Robert <br />Ray discussed the construction progress to date. <br />8. John Joerns discussed the meeting to be held later with <br />Cities of Morgan's Point and Shoreacres. He stated that a <br />reply is being drafted to answer the letter to Morgan's <br />Point. Secretary Claude Graves asked if customer cities had <br />been supplied the formula to determine their cost of water. <br />Steve Gillett stated the information (other than the cost of <br />water from the Southeast Water Purification Plant) had been <br />supplied. <br />John Joerns stated a signed Coastal Water Authority license <br />agreement is in the Authority's possession. The only <br />remaining easement needed is the forty foot (40') change <br />made in the original PPG easement. The Gity is paying for <br />the re-plat by H. Carlos Smith Surveyors. <br />Jeff Litchfield reported on the computation of Fiscal Year <br />1989-90 debt service requirements. A copy of his report is <br />attached to the minutes. Mr. Litchfield then reported on <br />the capitalized interest of the Series II bond issues. A <br />copy of his report is attached to the minutes. <br />
