The meeting was called to order at 6:01 P.M. by President <br />Jerry Bramlett. <br />MEMBERS PRESENT: President Jerry Bramlett, Secretary Claude <br />Graves, and Member Mike Wadsworth <br />MEMBERS ABSENT: Vice President Rick Matthews <br />OTHERS PRESENT: Robert Herrera, General Manager; Steve <br />Gillett, Director of Public Works; Buddy Jacobs, Assistant <br />Director of Public works; Dale Conger, Espey, Huston & <br />Associates, Inc. <br />2. The minutes from the December 12, 1989 regular meeting were <br />read. Motion was made by Secretary Claude Graves and <br />seconded by Member Mike Wadsworth to approve the minutes as <br />presented. Motion was unanimous. <br />3. Motion was made by Member Mike Wadsworth and seconded by <br />Secretary Claude Graves to approve payment of Espey, Huston <br />& Associates, Inc. invoice in the amount of Eleven Thousand <br />Three Hundred Twelve Dollars and Sixty-One Cents <br />($11,312.61). General Manager Bob Herrera stated staff <br />recommends payment of items i3 and ~9. Steve Gillett <br />discussed the invoice. Motion was unanimous. <br />4. Motion was made by Secretary Claude Graves and seconded by <br />Member Mike Wadsworth to approve payment to Mercer <br />Construction Company in the amount of Fifty-Five Thousand <br />Six Hundred Sixty Dollars and Sixty-Seven Cents <br />($55,660.67). Steve Gillett discussed the invoice. The <br />Board had several question regarding clean-up. General <br />Manager Bob Herrera stated that inclement weather had kept <br />the contractor from starting on clean-up and that there were <br />several areas left to do. Motion was unanimous. <br />5. Motion was made by Member Mike Wadsworth and seconded by <br />Secretary Claude Graves to approve the Operator's Agreement <br />for operation of the water transmission system by the City <br />of La Porte. Secretary Claude Graves questioned whether <br />this agreement allows the City of La Porte to pay all of the <br />Authority's bills. Bob Herrera stated the agreement did <br />give that authorization. President Jerry Bramlett asked how <br />the cost of water to the customer entities is calculated. <br />Mr. Herrera explained Attachment B of the agreement. Motion <br />was unanimous. Bob Herrera stated the agreement will be <br />placed before the La Porte City Council at their January 22, <br />1990 meeting. <br />
