• <br />The Authority investigated various funding sources, and determined <br />the Texas Water Development Board would provide the most cost <br />effective funding source. The necessary requirements were pursued <br />while contract negotiations continued with the Authority's <br />customers and the City of Houston. Additionally, the Authority <br />received proposals from several engineering firms to design the <br />necessary transmission system. The firm of Espey, Huston & <br />Associates was selected, and began design. <br />The contract with the City of Houston to purchase capacity at the <br />Southeast Plant was finalized in December 1987. The Engineer <br />completed plans and specifications during the following year, as <br />the Authority acquired the necessary easements for construction. <br />Bids for construction of the transmission system were received in <br />January 1989, and construction began in March by the successful <br />bidder, Mercer Construction Company. <br />The Southeast Water Purification Plant, scheduled for completion <br />October 1989, was delayed until October 1990. This in turn delayed <br />Mercer Construction Company. Upon receipt of water, the Authority <br />began finalizing the transmission system. Additional telemetry <br />problems with the phone system have been solved, and the La Porte <br />Area Water Authority will soon be supplying treated surface water <br />to the Bayshore area, as envisioned almost ten years ago. <br />
