~A PORTE AREA WATER AUTHOR~Y <br />MINUTES <br />MARCH 12, 1991 <br />1. The meeting was called to order at 6:08 P.M. by President <br />Jerry Bramlett. <br />MEMBERS PRESENT: President Jerry Bramlett, Secretary- <br />Treasurer Al Fields, Member Bob Blackwell <br />MEMBERS ABSENT: Vice President Mike Wadsworth <br />OTHERS PRESENT: John Joerns, Assistant City Manager; Steve <br />Gillett, Director of Public Works; Buddy Jacobs, Assistant <br />Director of Public Works; Dale Conger, Espey, Huston & <br />Associates, Inc. <br />2. The minutes from the January 15, 1991 regular meeting were <br />read. Motion was made by Secretary Al fields and seconded <br />by Member Bob Blackwell to approve the minutes as presented. <br />Motion was unanimous. <br />3. Catch-up payment to the City of Houston was discussed. <br />Steve Gillett discussed the make up of the invoice: approved <br />change orders on the construction, construction management <br />and inspection. He stated he understood the plant was <br />substantially complete; La Porte is currently operating on <br />an 8:00-5:00 basis, five days a week. He further discussed <br />the continuing capital improvement program to be done after <br />the plant is complete, the Authority's portion has been <br />budgeted. <br />Motion was made by Bob Blackwell to approve the catch-up <br />payment of $51,647.39 and seconded by Al Fields. Motion was <br />unanimous. <br />The Board requested information regarding the way customers <br />are billed. John Joerns stated that this information and a <br />sample form would be available at the next meeting. <br />4. Dale Conger discussed progress to date on the project. He <br />stated April 2nd is the planned date for substantial <br />completion; he presented a letter of substantial completion <br />to the Board for review. Several items were discussed with <br />the Engineer by the Board and staff: possible amounts of <br />change orders to Mercer Construction; the operating system, <br />alarm dialer system and warranties on equipment. <br />5. John Joerns discussed vendor warranty extension problems <br />that my result due to the delay of the project, as well as <br />the impact to Mercer Construction. Mercer is to provide <br />information on the items as part of a final punch list. <br />
