<br />C~ <br />J <br />LA PORTE AREA WATER AUTHORITY <br />MINUTES <br />MARCH 31, 1997 <br />1. The meeting was called to order at 6:37 PM by President Jerry Bramlett. <br />Members Present: President Jerry Bramlett, Vice President Rodney Etchberger, <br />Secretary Albert Fields, and Member Robert Roy. <br />Members Absent: None <br />Others Present: Member Elect Chester Pool, Assistant City Manager John Joerns, <br />Assistant City Manager Jeff Litchfield, Director of Public Works Steve Gillett, <br />Assistant Director of Public Works Buddy Jacobs, City Manager's Secretary <br />Carol Buttler, and Null & Associates representative Chris Breaux. <br />2. The minutes from the regular meeting held May 23, 1996 were reviewed. Motion <br />by Rob Roy, seconded by Al Fields to accept the minutes as written. Motion was <br />unanimous. <br />3. President Jerry Bramlett administered the Oath of Office to Chester Pool. <br />4. Vice President Rodney Etchberger administered the Oath of Office to President <br />Jerry Bramlett. <br />5. Assistant City Manager John Joerns introduced Chris Breaux of Null & <br />Associates, who discussed the audit conducted by his firm. He stated that the <br />financial statements of the Authority accurately depicted the condition of the <br />Authority and were in conformance with generally accepted accounting <br />principles. <br />Jeff Litchfield reviewed the Annual Financial Report and answered questions <br />from the Board regarding these statements. <br />Motion by Al Fields, seconded by Rod Etchberger to accept the Annual Financial <br />Audit as presented. Motion was unanimous. <br />6. Assistant City Manager John Joerns welcomed new member Chester Pool on <br />behalf of the Authority. He distributed a letter written by the City opposing <br />H.B. 1802, which allows more favorable terms to borrowers than the terms given <br />to the Authority, as well as mandating a $1.00 per month charge to utility <br />customers to be paid to the State. A copy of the letter is made a part of these <br />minutes. <br />
