<br />labor Shed Analysis <br />Using publicly available data it is possible to perform a labor shed analysis. The purpose of <br />this analysis is to highlight: 1) where La Porte residents work and 2) where La Porte-based <br />business employees live. The results are useful in identifying future economic development <br />targets, determining workforce gaps, and guiding future public sector investment. <br /> <br />In 2006, approximately 19,000 city residents were employed. At the same time, La Porte- <br />based businesses employed 29,000 workers. Hypothetically, if all La Porte-based jobs were <br />first filled by local residents, then approximately 10,000 worke;swould need to commute to <br />the city each day. However, data from the Census Bureau.7 tl;HD Program paint a different <br />picture. <br /> <br />In 2006, only 13.4 percent of La Porte residents'Vorked in the city. OVer one-third of La Porte <br />working residents commuted to Houston each day. Other large emploYluEmt centers were <br />Pasadena, Deer Park, and Baytown. The opposite trend exists for La Porte-bas~.d businesses. <br />In 2006, La Porte residents comprised 11.7 percentpfJotalJo~' employment:'oyer 40.0 <br />m,_ om_ _ <br />percent of La Porte-based business,erpp!oyees lived rn'B~!;'ston, Pasadena, Baytown, Deer <br />Park, and League City. <br /> <br />These findings create positive and negative implid~ti6ns.tor La PO(te7. Because La Porte <br />residents work thfQughout t"~region in a broad r~rtge of jl1gu~~ries, this can help offset the <br />negative effects of.a,slowdowninthe city's e~,~!N sector. Thedownside is that La Porte- <br />based businesses pay high wages to non-local residents.
