<br />Conventional Development <br /> <br /> <br />· single use pods of development <br />. buffers instead of transitions <br />· lack of a transportation network <br />· not pedestrian-friendly. <br />so not transit-friendly <br />· narrowly stratified market <br />· planned obsolescence. so constructed accordingly <br />· scrape. rezone and sometimes re-subdivide to redevelop <br />· value drops when the intended use no longer viable <br /> <br />Gatewau <br />IItaMII'f;:G~;.J <br /> <br /> <br />Specifically in regard to the Main Street and the Historic District east of Highway 146, the <br />objective currently in the Comprehensive Plan of "neighborhood buffering" will make it difficult <br />to implement good transitions to connect neighborhoods with high quality adjacent <br />destinations. <br /> <br />A better strategy will be to revise the land use plan through the creation of a Comprehensive <br />Master Plan for Greater Downtown and corresponding performance-based regulations to <br />facilitate good pedestrian connections and transitions between neighborhoods and <br />commercial areas. The key is to rely on quality pedestrian transitions between uses, not <br />buffers. The resulting development will take on the following characteristics, placing Greater <br />Downtown on the sustainable "blue" curve on the graph above. <br /> <br />Note that while this consistently holds true for La Porte's downtown and historic area, <br />neighborhood buffering may be desired for some residential developments located west of <br />Highway 146.
