<br />recommended that the Authority implement the land use component of the Project Plan via specific detailed <br />land use recommendations to the Planning and Zoning Commission based upon the city's long-term land <br />use plan. The Board took no action on this item. <br /> <br />7. REVIEW TAX INCREMENT REINVESTMENT ZONE GUIDELINES, DISCUSS POWERS OF THE ZONE <br />(SECTION D - 1&2), ADDITIONAL LAND USE CONTROLS AND CURRENT LAND USE REGULATIONS AND <br />ZONING ORDINANCE REGULATIONS <br />Mr. Joems reviewed tax increment reinvestment guidelines with regard to additional land use controls <br />such as restrictions on density, setbacks, architectural standards, building heights, etc. The Board took no <br />action on this item. <br /> <br />8. STAFF UPDATES <br />Mr. Joems reported that Civil Tech had acquired plans and maps from the city, met with Harris County <br />Flood Control District, and had completed GIS overlays for the Taylor Bayou Watershed Drainage Study. <br />Mr. Joems reported that Civil Tech was preparing to begin runoff and detention storage modeling. <br />Mr. Joems also addressed funds advanced to the Authority by the City of La Porte and committed to <br />bring the issue before the City Council at upcoming budget meetings. <br />Mr. Joems also reported that development activity within the TIRZ included one company interested in <br />purchasing large tracts ofland for the purpose of building high-end housing and had expressed interest in <br />participation from the Zone. <br /> <br />9. OTHER MATTERS WHICH MAY PRO PERL Y COME BEFORE THE BOARD <br />Mr. Joems reported that the County had agreed to take over the Fairmont Parkway Overpass project <br />and that contracts with the state would provide access to $4 million in federal funds. However, work could <br />not begin until the County had a guarantor against cost overruns, and to date no entity had committed to <br />serving as that guarantor. <br /> <br />10.
