<br />Minutes of the Regular Meeting <br />of the Main Street Committee <br /> <br />June 28, 2004 <br /> <br />1. CALL TO ORDER. <br />The meeting was called to order by Bill Manning, Chairperson. <br /> <br />2. ROLL CALL <br />Members of the Committee Present: Nick Finan, Debra Dye, Gloria Lair, Bobby Schlenk, <br />Brenda Brown, Bill Manning, Vickie Campise, Paul Berner <br /> <br />Others present: David Bailey, B. Don Skelton, Sherry Bailey, Rita Zaborowski <br /> <br />3. CONSIDER APPROVAL OR OTHER ACTION OF THE JUNE 7, 2004 MAIN STREET <br />COMMITTEE MINUTES <br />Minutes were approved with corrections. <br /> <br />4. DISCUSS VISIONING OF MAIN STREET DISTRICT <br /> <br />A) RECAP ISSUES, CONCERNS, DESIRES FROM LAST MEETING <br />The committee reviewed and discussed mixed use, set backs, landscaping, signage, and <br />parking activities <br /> <br />B) CONTINUE LISTING ISSUES, CONCERNS, DESIRES <br />The committee considered grandfathering people in to be able to rebuild even if 100% of <br />their structure is destroyed. The committee explored potential legal concerns on items <br />brought up regarding exceptions of grandfather clause. The Committee decided there is not <br />enough new construction to have sidewalks connect if individual owners are responsible for <br />their own sidewalks. The committee requested staff consult with the City attorney about an <br />individual's liability if they pour a sidewalk and someone is injured - who is responsible? <br />The city or individual? <br /> <br />The committee decided to table height discussion, parking discussion, and preservation Issues. <br /> <br />5. CONSIDER REPORT FROM DEBRA DYE ON ARCHITECTURAL ORDINANCES OF <br />OTHER CITIES <br />Ms. Dye presented information from other cities on architectural ordinances. <br /> <br />6. CONSIDER DISTRICT BOUNDARIES AND IMPACT ON EXISTING RESIDENTIAL AS <br />REQUESTED BY MR. BAILEY, 222 SOUTH BROADWAY. <br />The committee allowed B. Don Skelton and David Bailey to speak regarding their properties. <br /> <br />7. CONSIDER TAKING ACTION ON RECOMMENDING CREATION OF NEW DISTRICT <br />AND REGULATIONS FOR MAIN STREET AREA <br />The committee discussed the new district and regulations for Main Street. <br /> <br />8. DISCUSS SETTING A PUBLIC HEARING <br />The nexfineeting will oeJuly f2arid July 19 at 2:00 p.in. <br /> <br />9. DISCUSS HOW TO PREPARE FOR PRESENTATION <br />The Committee decided to invite Bratten Thomason, from the Texas Historical Commission, to <br />make a presentation about preservation. <br /> <br />10. STAFF REPORT ON MORATORIUM AND REQUESTS <br />
