<br />asking for a specified percentage increase each year); #13, 80% scale <br />bracket is what was proposed by LPPOA, City is looking at "median"; #12, <br />Current Practices and Procedures are too broad and need more definition to <br />look at; # 11, Comp Time - Mr. Bottoms indicated he would defer that to <br />the Chief, but he is in the opinion that he would rather pay the overtime <br />than utilize comp time; # 1 0 , Sick Time Incentive - The City is looking at <br />the policy; #9 , Schedules - Mr. Bottoms indicated that was a manager <br />decision. Chief indicated the he is not opposed to looking at other options, <br />but opposed to agreeing to a specified schedule in contract due to <br />budgetary factors, crime trends that would affect schedules, etc. The Chief <br />indicated that the Department needed to be able to be flexible in its <br />scheduling of officers and have the option to adjust schedules based on <br />evolving trends and changing needs; #8 , Longevity Pay, Is the same for all <br />City employees and should not be included in the contract as it is included <br />in City Personnel Policies; #7 , Hearing! Arbitration, Rules as established in <br />Chapter 143 Civil Service will be utilized vs. City proposal of 50/50 split <br />of costs, but language must be included in order to make these same <br />provisions applicable to grievances and disputes that might later arise <br />pertaining to a new Meet and Confer contract; #6 , Hiring Preemptions, <br />Leave on table. It was agreed that we do need lateral transfer option; #5, <br />Physical Fitness, More discussion is needed to establish the legality of a <br />"grandfather clause" as proposed by the Association and it will have to be <br />revisited; #4, Education - Association wants to look at data to support <br />college requirement. <br /> <br />e) Committee Comments <br />General comments on the progress of the Meet and Confer process were <br />made. <br /> <br />5. NEXT MEETING <br />February 18, 2009 at 6:00 p.m. <br /> <br />6.
