<br />THE CITY OF LA PORTE MEET & CONFER COMMITTEE MET THE 1ST DAY <br />OF FEBRUARY, 2011, 4:00 P.M. AT CITY HALL, COUNCIL CHAMBERS, 604 <br />WEST F AIRMONT P ARKW A Y, LA PORTE, TEXAS. <br /> <br />I. CALL TO ORDER <br /> <br />The meeting was called to order at 4:02 p.m. In attendance were committee <br />members: Traci Leach, Assistant City Manager, Ken Adcox, Chief of Police, Ron <br />Parker, Assistant Chief of Police, Heather Weger, Human Resources Manager - <br />Civil Service Director, Matt Novosad, Patrol Officer - LPPOA President, Matt <br />Daeumer, Patrol Lieutenant - LPPOA Member, Marcus Upchurch, Support <br />Services Sergeant - LPPOA Member, Sherman Moore - PAR Officer - LPPOA <br />Member. Other attendees included Tom Barbee, Representative from CLEAT. <br /> <br />Audience members included Steve Deardorff, Assistant Chief of Police, Robyn <br />Gallion, Patrol Officer - LPPOA Member, Kyle Jones, Patrol Officer - LPPOA <br />Member, Tracy Phelan, Patrol Officer - LPPOA Member, Cameron Briscoe, <br />Patrol Officer - LPPOA Member, Rod Davis, Sergeant - LPPOA Member, Roger <br />Gonzalez, Patrol Officer - LPPOA member <br /> <br />II. Minutes from January 25, 2011 were reviewed and approved with no changes. <br />Sherman Moore signed on behalf of Association President, Matt Novosad who <br />arrived shortly thereafter. <br /> <br />III. BEGIN DISCUSSIONS ON ITEMS PROPOSED BY THE LA PORTE <br />POLICE OFFICER'S ASSOICATION AND THE CITY OF LA PORTE <br /> <br />Packets were distributed, which included draft of Meet and Confer proposed <br />agreement presented by the Association, various pay charts developed and <br />presented by the Association and the City's counter-proposal. <br /> <br />There were questions on the City's proposal on Page 18 regarding Assessment <br />Center and on Page 20 in regard to schedule changes. <br /> <br />At 4:47 p.m. the Association called a caucus, and returned at 5:10 p.m. <br /> <br />The LPPOA stated that they understand that wording is subject to change once <br />legal reviews from the City side, however, their wording would be the same and no <br />further changes would be made by a legal review by their team. <br /> <br />Association President, Matt Novosad stated that on Page 18, Article 9, he would <br />like the chief to remove #1 "at City's discretion". They understand that the <br />wording is an issue, and will work towards acceptable correction in regard to <br />scheduling.
