c <br />MINUTES <br />OF THE <br />REGULAR MEETING OF THE <br />LA PORTE PLANNING AND ZONING COMMISSION <br />OCTOBER 23, 1984 <br />1. The meeting was called to order by Chairman Doug Latimer <br />at 7:03 P.M. <br />Members of the Commission Present: Chairman Doug Latimer, <br />Members Charlie Doug Boyle, Karl Johnston, Bruce Hammack, <br />Bobby Blackwell and Janet Graves <br />Members o~~isCo n~lissioIl_~bsent: Lola Phillips <br />City Staff Present: Assistant City Attorney John Armstrong, <br />City Engineer Bob Speake and Assistant City Secretary Laura <br />Hall <br />Others Present: Mrs. Vivian Covington, Mrs. Marie Herbert, <br />Mr. Joe Hicks, and 5 interested citizens <br />2. The Commission considered approving the minutes of the regular <br />meeting held on October 4, 1984. <br />Motioswas_made by Karl Johnston to acce t the minutes of the <br />u armget~'.D.g held on October_4_as presented . Second by <br />Janet Graves. The motion carried, 6 ayes and 0 nays. <br />Ayes: Latimer, Boyle, Johnston, Hammack, Blackwell, Graves <br />Nays: None <br />3. The Commission considered current zoning on Spencer Highway <br />from Underwood Road to Luella Road. <br />Chairman Latimer announced that the reason this item was on <br />the Planning and Zoning agenda for this meeting was because <br />this had been discussed at the City Council Workshop meeting <br />of October 10, where several business owners in this area were <br />present expressing their concern to Council that due to the <br />annexation of this area late last year, their business <br />property is now in a residential zone. After discussing the <br />situation with the citizens, Council agreed that the Planning <br />and Zoning Commission should consider this matter and submit <br />a recommendation to Council. <br />Chairman Latimer then called on the spokeswoman for the <br />business owners, Mrs. Vivian Covington, to say a few words. <br />Mrs. Covington stated that she represented 26 business owners <br />in the Spenwick area, namely along Spencer Highway. She <br />stated that their immediate concern was the fact that a long <br />period of time could transpire if they suffered damages in a <br />
