The owners of such property must <br />request such refund within one year of entitlement, in • <br />writing, or such right shall be barred. <br />12.07 Special Use Sites. Comprehensive Plan Considerations <br />Land shown on the comprehensive plan as being suitable for <br />development of the City for a major recreational center, <br />school site, park, or .other public use, shall be reserved <br />for a period of one year after the preliminary plat or <br />development site' plan is approved by the City if within <br />thirty days after such approval the City Council advises <br />the subdivider or developer of its desire to aquire the <br />land or of the interest of another governmental unit to <br />aquire the land, for purchase by the interested governmental <br />authority at the land's appraised value at the time of • <br />purchase. A failure by the City Council to so notify the <br />subdivider or developer shall constitute a waiver of the <br />right to reserve the land. Any waiver of the right to re- <br />serve the land shall no longer be effective if the pre- <br />liminary plat shall expire without adoption of a final <br />plat. <br />12.08 Park Zones <br />For purposes of this Ordinances the Planning Commission, <br />upon recommendation of the Director and the Parks and <br />Recreation Department of the City, and in accordance with <br />the Comprehensive Plan of the City, shall promulgate an <br />official parks and recreation map for the City.
