,• ~ • <br />CITY OF LA PORTS <br />IfJTER-OFFICE MEMO <br />T0: Plann' and Zoning Commission <br />FROM: D. aulissen <br />DATE: 02/11/86 <br />SUBJECT: Re-zoning reauest, Blk. 158, Lts. 1-16, LP <br />The City has received a rezoning request from Mr. Gus Brieden to <br />rezone Lts. 1-16, Blk: 158, LP from "R-1" Residential to "C" <br />Commercial. No specific use is proposed and the reason given for the <br />request is "t0 comply with the master plan". One half of the lots <br />under consideration (Lts. 1-8) are recommended to remain "R-1" by the <br />plan. Although lots g-16 are proposed to become General Commercial, <br />GC, no use is given and past policy indicates that rezoning without a <br />use should not take place. <br />HISTORY <br />The property in question is located between the North/South alley <br />between First St. And Second St, and "H" and "I". This entire one <br />• half (1/2) block faces a built out section of residential uses West <br />across Second St, from the site. The property is vacant at this <br />time. A review of the tax role indicates that lots 7 thru 10 are not <br />owned by Mr. Brieden. <br />ANALYSIS <br />Lots 1-8 are currently "R-1" Residential and proposed to remain so <br />under the comprehensive plan. Lots 9-16 are however proposed to <br />become "GC" General Commercial .under the plan. No proof of ownership <br />is enclosed as required by the current Zoning Ordinance and should be <br />required before the public hearing takes place. With no proposed use <br />given, it is impossible to determine the impact of the rezoning on the <br />surrounding area and the residential use across Second St. from this <br />'~; ~ property. <br />RECOMMENDATION <br />One half of the lots in question are proposed to remain residential <br />and no use is given for the remaining half of the lots. With these <br />facts in mind, staff would recommend denial of the request for <br />rezoning lots 1-8 and a tabling of the request on lots 9-16 until <br />proof of owner:~t~ip is shown and a specific use is indicated. <br />• <br />
