<br />Minutes of 11/17/88 meeting <br />Page 3 <br />• <br />• <br />September ~~. 1986 meeting. Ron Evans and Harold Neely of PPG felt <br />their plant could not be expanded because of the designation of <br />the land use map. This is because the S.I.C. code prohibits use <br />No. 286, organic chemical manufacturing. Mr. Neely of PPG said <br />that he could not recommend to his management that the land be <br />sold off as Light Industrial. It was suggested by one of the <br />Commissioners that it be zoned Business Industrial. (Exhibit H in <br />packet) <br />Next to address the Commission was Mr. Henry Ramirez, Plant <br />Manager of PPG in La Porte. Mr. Ramirez told the Commissioners <br />that he was not here to ask for a decision tonight, but as an <br />information exchange. He informed the Commission of what the <br />plant did and what their plans were for the future. <br />He related to the Commission that PPG Industries is willing to <br />provide the additional 50 foot right-of-way, which is required for <br />the Bay Area extension, at no cost. PPG Industries does ask for <br />some considerations of some other things which would help their <br />long-range business plans, that is the' main reason for him <br />speaking to the Commission tonight. (Exhibit A - July 1, 1988 <br />letter) <br />• Mr. Ramirez said he would like to request, and he would go <br />through the proper channels for an agenda item, to simply <br />discuss with the Commission again for information purposes only at <br />another meeting. <br />~4) BayHUD Annexation <br />There was a general discussion of the BuyMUD annexation and what <br />would be required of the P & Z Commission. The Commissioners were <br />given a copy of Vernon's Government Codes, Section 211.006, <br />"Procedures Governing Adoption of Zoning Regulations and District <br />Boundaries". The guidelines outline the steps to be taken and the <br />public hearing, etc. All of this will be completed by July 1, <br />1989. <br />5) 1988 Texas Chapter APA Conference <br />Everyone that attended got something out of the conference and <br />said it was worth the time. Chairperson Janet Graves, <br />complimented Assistant City Attorney John Armstrong and the City <br />staff on the support they give the Commission and said after the <br />conference she realized what a help they were and that many P & Z <br />Commission do not have the support they receive. <br />L~ <br />
