s <br />MINUTES OF <br />PLANNING & ZONING COMMISSION MEETING <br />DECEMBER 15, 188 <br />Members Present: Chairperson Janet Graves, Commissioners Charles <br />Boyle, Eugene Edmonds, Lola Phillips. <br />Members Absent: Commissioners Bobby Blackwell, Jack Gresham, Inge <br />Browder. <br />City Staff: Director of Community Development Joel H. Albrecht, <br />Acting Building Official Mark Lewis, Community <br />Development/Engineering Secretary Nina Browning, <br />Assistant City Attorney John Armstrong. <br />Others Present: None <br />Chairperson Janet Graves called the meeting to order at 7:00 PM <br />'~.2) A motion was made by Charles Boyle and seconded by Eugene Edmonds <br />to approve the minutes of the November 17, 1988 meeting as <br />• submitted. Vote was unanimous. <br />3) The Public Hearing was called to order to consider the Special <br />Conditional Use Permit Request No.88-013. This request is for the <br />Jennie Riley Civic Center, 322 N. 4th Street, La Porte, Texas. <br />Joel Albrecht began the discussion by informing the Commission <br />-.that the Zoning Ordinance does require civic centers to receive a <br />Special Conditional Use Permit. The existing center which is <br />loca't.ed on 4th Street is considered a legal non-conforming use <br />because it existed prior to the adoption of the Zoning Ordinance <br />No. 1501. The expansion process requires coming before the <br />Commission to get a Special Conditional Use Permit approved and a <br />recommendation to pass on to the City Council. <br />The proposed facility meets or exceeds each of the setback <br />requirements, the building height requirement and the landscaping. <br />Section 10-609 of the ordinance regulates parking facilities and <br />the current parking lot contains thirty two (32) spaces, this is a <br />total of .one space in excess of the required minimum. <br />This request meets all pre-requisite requirements necessary for <br />the granting of a Special Conditional Use Permit. The <br />recommendation from Staff is to approve the Special Conditional <br />Use Permit No. 88-013. Motion was made by Eugene Edmonds and <br />seconded by Charles Boyle to approve the Special Conditional Use <br />Permit No. 88-013. Vote was unanimous. <br />
