It is however, up to the Commission, based on public input <br />and its knowledge of the Comprehensive Plan, to make a <br />determination regarding this issue. <br /> <br />In regards to specific use zone requirements, in addition to <br />setbacks, the issue of utilities must be considered. <br /> <br />It has been verified that adequate water and fire protection <br />are available (or can be readily extended). However, as noted in <br />the preliminary report regarding annexation of the former BayMUD <br />area the capacity and condition of the area's sanitary sewer <br />system is an issue to be considered. <br />
