<br />Page 2 <br />Planning & Zoning Commission <br />Minutes of August 1, 1991 <br /> <br />Joe Burkhart - Wants to be allowed to install a carport to protect his car. <br /> <br />Roland Rocha - Spoke in favor of carports. <br /> <br />Jimmy Spradling (speaking as a citizen of La Porte, not as Fairmont Park <br />Homeowner's Association President) - Spoke against carports. Feels that carports <br />contribute to the devaluation of property. <br /> <br />Ed Matuszak - Believes carports should not be allowed outside the required setbacks. <br />Opposes sign advertisement. <br /> <br />Gary Groda - (rebuttal) Defends his position being in favor of carports and signs. <br /> <br />City Councilman B. Don Skelton - In favor of carports outside the current required <br />setbacks. His business is suffering from the sign ordinance. Would like to be able <br />to advertise his business through portable signs. <br /> <br />Kenny Pierce (Cowboys Restaurant) - Needs to be able to advertise his business with <br />signs. Feels his business is suffering due to lack of advertisement. Can't afford other <br />forms of advertisement. <br /> <br />4) DISCUSS ITEMS RELATING TO THE 1991 REVIEW OF ZONING ORDINANCE <br />1501 <br /> <br />Mr. Albrecht supplied the Commission with the requested ordinance language <br />permitting residential front and side yard carports with a setback of five feet (5'). <br />Betty Waters recommended that the Commission approve the verbiage. Doug <br />Martin seconded. A straw vote was taken. All were in agreement with the exception <br />of Eugene Edmonds who was opposed. <br /> <br />Break 7:20 PM Resume 7:30 PM <br /> <br />Main Street <br /> <br />Citizens present from the Main Street Association were Judy Nieuwenhuis, Imogene <br />Pulleine, and Pat Muston. <br /> <br />Mr. Albrecht began Main Street discussion by emphasizing the importance of <br />designating specific goals for this project. City Council has already approved funding <br />for the renovation and/or construction of curbs, sidewalks, and wheelchair ramps for <br />the area from Broadway Street, west thru 2nd Street. <br /> <br />Assistant City Attorney John Armstrong suggested the creation of a committee to <br />review and monitor new businesses so they may conform to imposed criteria (which <br />shall be set forth). <br />
