There are, as illustrated by <br />Exhibit A, relatively large and undeveloped G. C. zones located <br />to both the north and south of the N. C. tracts. Due to the <br />broader ranges of uses allowed in G. C. zones, the N. C. property <br />is, by comparison, not as attractive for development. The <br />rezoning is a way to rectify this inequity.
