Lewis, City Inspector <br />Phillip Hoza, Engineering Technician <br /> <br />SUBJECT: <br /> <br />Major Development Site Plan for <br />Louisiana Chemical Company <br /> <br />The Planning & Zoning Commission will sometime in the next <br />few months, be asked to review and consider approval of a Major <br />Development Site Plan to be submitted for Louisiana Chemical <br />Company (L.C.C.). The primary business at L.C.C. which is <br />located at 10600 Highway 225, is the dismantling, salvage and <br />resale of chemical plant process units. The Light Industrial <br />(L.I.) zoning of the L.C.C. tract is appropriate for this type of <br />business activity. <br /> <br />L.C.C. is proposing to expand their existing "laydown" yard. <br />This is the outdoor area used to store dismantled process <br />equipment. The major development site plan to be submitted will <br />illustrate the plans for this yard. <br /> <br />Development Ordinance No. 1444 defines a Major Development <br />as one encompassing property in excess of ten (10) acres. It <br />also establishes the Planning & Zoning Commission as the <br />approving authority for Major Development Site Plans. <br /> <br />Staff has undertaken a review of the preliminary L.C.C. site <br />plan. In general terms, the plan appears to comply with Zoning <br />and Development Ordinance requirements. The attached letter <br />(dated October 30, 1991) and outline details one of the primary <br />areas of concern noted during the staff review namely, impact on <br />the F-101 drainage system and future public need for additional <br />drainage channel right-of-way. <br /> <br />A reduced copy of the preliminary plan is attached to this <br />packet. Full sized copies will be available for the Commission <br />during the November 21st meeting. At that time staff will <br />discuss in detail the Major Development process and the current <br />status of the L.C.C. development. As noted above, formal <br />consideration for approval will come at a later date following <br />submittal by the applicant, of a revised site plan. <br /> <br />xc: Planning & Zoning Commission <br />
