• <br />• STAFF REPORT <br />BED AND BREAKFAST <br />City Council at its December 9, 1991 meeting, approved a <br />motion directing the Planning and Zoning Commission to reconsider <br />the matter of permitting Bed and Breakfast Inns. This issue was <br />discussed and acted on by both the Planning and Zoning Commission <br />and City Council as part of the 1989/1990 annual Zoning Ordinance <br />review. <br />The recommendation of the Commission to Council regarding <br />this matter was as follows: <br />I. Define and establish operating parameters of Bed <br />and Breakfast Inns (B&B). (Section 3-100). <br />II. Permit B&B as a Conditional Use in R-1 and R-2 <br />Zones and a Permitted Use in R-3 Zones. (Sec 5- <br />600). <br />III. ~~ Establish Special Use Performance Standards for <br />B&B. {Section 10-609). <br />IV. Establish Parking Requirements for B&B. (Sec 10- <br />609). <br />City Council rejected the Commission's recommendation to <br />allow Bed and Breakfast Inns as a Conditional Use in R-1 and R-2 <br />Zones.. It did however approve all other components of the <br />Commission's recommendation. <br />The Council is now asking the Commission to research and <br />prepare a new recommendation regarding the feasibility of <br />permitting Bed and Breakfast Inns within R-1 and R-2 Zones. <br />After discussing this matter, should the Commission wish to <br />recommend amending existing ordinance regulations regarding Bed <br />and Breakfast's, it will be necessary to schedule a formal public <br />hearing for consideration of the matter. Staff is ready to <br />provide any information and also any assistance the Commission <br />requires during the course of this project. <br /> <br />
