• • <br />LJ <br />Staff Report Glen Meadows Subdivision December 10, 1992 <br />Background <br />Agenda Item No. V concerns the remaining undeveloped portion of the Glen <br />Meadows Subdivision. As some Commission Members may recall, a Master Plan (General <br />Plan) was previously approved several years ago (March 28, 1977}. This plan has been <br />included as Exhibit B in your packet. <br />Over the years, circumstances have changed. Hams County Flood Control now <br />requires detention of stormwater runoff. This requires the addition of some type of <br />detention facility on the undeveloped land. In addition, the airport is now planning an <br />extension of a runway which requires that the Famngton Blvd. extension shown on the <br />Comprehensive Thoroughfare Plan be adjusted. <br />In order to account for these problems, the developer and the City of La Porte have <br />been working together to develop a revised General Plan which will address all of the <br />problems and also provide a subdivision which has the aesthetics normally expected in new <br />developments. The resultant revised General Plan is shown on Exhibit A in your packet. <br />• The key items that have addressed the problems include: <br />A. The City of La Porte will trade the existing park located in the northeast <br />portion of the subdivision for a site located adjacent to the proposed <br />detention facility and Big Island Slough. A trade of 3.97 acres for 8.38 acres <br />of land for the new park site. <br />B. The detention facility and the new park will be combined to allow for a <br />shallow detention facility which will be used for park facility during dry times. <br />C. ~ The proposed Farrington Blvd. extension can now be made and still allow for <br />the runway extension. <br />D. The new street alignment now more closely resembles what is standard design <br />principles. It has eliminated the straight street concept for the newer <br />approach of short, non-thoroughfare type streets. This concept eliminates <br />houses facing collector or arterial facilities. <br />E. The new General Plan allows for the phasing of the subdivision which will be <br />done in conjunction with market conditions. <br /> <br />
