<br />• Page 2 of 3 <br />Planning & Zoning Commission <br />Minutes of January 21, 1993 <br /> <br />Mr. Patton Caldwell whose business address is 5111 Woodway, Houston 77056, <br />addressed the Commission as a representative of Houston Shell and Concrete. Mr. <br />Caldwell stated that he proposed to move one of his ready mix batch plants to the <br />property located on Strang Road at 146 and 225. <br />• There will be a small building (app. 10'x20') which will be a control room and <br />another small building (app. 10'x20') which will contain cement additives and a <br />restroom. <br />• There will also be a silo for cement and another one for flash (a cementitious <br />material that is a by product from power plants). <br />• A front end loader will be used to transfer wash sand .and gravel from stockpiles. <br />The sand and gravel will come from the Victoria area to Sims Bayou by barge and <br />will be trucked the rest of the way. <br />• The Air Control Board has given their approval, however, the stockpiles must be wet <br />down occasionally for the products to remain damp in an effort to minimize dust. <br />• The cement will be transferred into the silos by pneumatic trucks so the cement is <br />not exposed to the air. <br />• On the top of the silos there will be large dust collectors to reduce emissions. <br />• Their water supply will come from an existing well from Mr. Angel's property which <br />is located directly across the road. <br />• Aseptic system will be installed. <br />• This is not expected to be a permanent location. <br />A. OPPONENTS <br />There were none. <br />Mr. Harrington stated that staff recommends approval of Special Conditional Use <br />Permit #SCU93-001 subject to the following conditions: <br />I. Applicant shall install an on site septic system to <br />accommodate sanitary waste. <br />I. All areas currently surfaced with calcium sulfate shall be topped <br />with a material suitable for control of dust. <br />• <br />
