• • <br />Staff Report <br />• Zoning Designations Along East Main Street <br />As noted on the preceding cover letter, the City's Zoning Board of Adjustment has <br />requested that the Commission review Comprehensive Plan intent and zoning designations <br />in the East Main Street area. For purposes of review and discussion, the issues involved can <br />be separated into two general categories; long term planning goals and property uses within <br />given zoning districts. <br />PLANNING GOALS: <br />In the process of long range growth management within any community, there are two <br />components that guide the development patterns. The long range Comprehensive Plan and <br />the Zoning Ordinance. <br />Comprehensive Plan <br />This document is a twenty year guide to the goals of the community. Most typically the <br />Land Use Plan illustrates graphically a pattern of existing and anticipated land development <br />over the life of the Comprehensive Plan. <br />• Zoning„ Ordinance <br />Where the Land Use Plan can be viewed as a long range planning tool, the Zoning <br />Ordinance should be viewed as an implementation tool. The zoning districts established in <br />the Ordinance and on the Zoning Maps govern the types of activities for which various <br />properties may be used. It is through the specific regulations of the Zoning Map and <br />Ordinance that the long term goals of the Comprehensive Plan are implemented. <br />In the case before the Planning and Zoning Commission, both elements of growth <br />management are involved. <br />Back ,ground <br />The proposed development presented to the Commission was originally presented to the <br />Zoning Board of Adjustment as a request to expand a nonconforming land use in a General <br />Commercial Zoning District. The applicant owned property which is partially developed as <br />mini-warehousing. In order to sell the property, the owner was required to obtain <br />permission to expand and increase the number of developed warehousing units. As the <br />proposed expansion would inhibit the return of the property to a conforming use, the Board <br />of Adjustment felt that the issue would be more of a zone change and Comprehensive Plan <br />change issues. They referred the applicant's request to the Planning Commission as stated <br />in the Board's letter to the Commission. <br />• <br />
