o • <br />Page 2 of 3 <br />• Planning & Zoning Commission <br />Meeting of April 21, 1994 <br />R94-001 <br /> The property owners have now re-evaluated development <br /> options and are requesting that 17 acres be returned to a <br /> P.U.D. designation. They are also requesting that land use <br /> designation be changed to "Mid to High Density Residential". <br /> This opens the possibility of placing higher density housing or <br /> apartments on the subject tract. <br />AnalXsis: In considering this request staff reviewed the intent and goals <br /> of the Comprehensive Plan as they apply to this portion of the <br /> City. The request appears to be compatible with these goals. <br /> It will however, be necessary to amend the Land Use <br /> component of the Comprehensive Plan. An illustration of the <br /> required amendment is attached to this report (see Exhibit F). <br /> Also attached as part of this exhibit is a checklist and summary <br /> of the specific issues considered as part of staffs review. <br /> Additionally, in reviewing the request staff has arrived at the <br />• following conclusions: <br /> • The request preserves the majority of this tract for R-1 <br /> development, specifically the proposed Bayou Forest <br /> Subdivision. It additionally preserves a viably sized N.C. <br /> zone at the S.H. 146/McCabe Road intersection. <br />As this area continues to develop, traffic volume at the <br />S.H. 146/McCabe road intersection will, as a result, <br />increase significantly. A higher density residential <br />development would help buffer the proposed Bayou <br />Forest Subdivision from the noise of traffic and <br />commercial activity at the intersection. <br />The overall impact on the Comprehensive Plan will be <br />minimal. Amending the Land Use component of the <br />Plan will not negatively impact surrounding properties. <br />Assigning P.U.D. zoning will ensure Planning and <br />Zoning Commission and City Council oversight of any <br />development proposals. <br />• <br />
