I <br />• <br /> <br /> <br />1-43 <br />1.4.4 Power <br />While the Utility Plan does not address specifically <br />the area of power transmission and supply, it provides the follow- <br />ing general guidelines for La Porte regarding the expansion of <br />the existing electrical and gas systems serving La Porte and its <br />environs. <br />o Additional major transmission lines should be <br />limited to existing ROW, preferably to those <br />rights-of-way bordering or within existing <br />industrial areas. <br />o Local distribution lines should remain within <br />existing or proposed thoroughfare ROW. In the <br />particular case of electrical distribution lines, <br />wherever possible and especially in residential <br />areas, they should be located underground. <br />• o Electrical substations and gas compression sta- <br />tions should locate within proposed industrial <br />areas or, when necessary, in neighborhood areas <br />in an isolated landscaped location. <br />It is recommended that the City coordinate closely <br />with Houston Lighting & Power and Entex on all power expansion <br />plans in order that the environmental quality of La Porte be <br />protected. <br />1.5 Open Space and Pedestrian System Plan <br />The need to provide adequate recreational space and facili- <br />ties in any community is generally a public priority. In a <br />community such as La Porte focusing on high-quality residential <br />development, this need becomes of critical importance.
