Staff Report Pecan Crossing, Section I January 18, 1996 <br />Final Plat <br />Background <br />Pecan Crossing, Section I, will be a 65 lot residential subdivision that will be located on the <br />north side of Fairmont Parkway, immediately east of Spring Gully. The Planning and Zoning <br />Commission, at its December 7, 1995, meeting, conditionally approved the subdivision's <br />Preliminary Plat. The conditions of approval were as follows: <br />• Responsibility for installation of sidewalks is to be specified by covenant. <br />• It is to be specified by the covenants that the subdivision's detention pond is <br />owned by the homeowner's association and that maintenance of the pond is the <br />association's responsibility. <br />• Survey monument locations are to be shown on the Final Plat. <br />Anal <br />Staff, using Development Ordinance, Section 4.04 and Appendix D as a guide, has reviewed the <br />• Pecan Crossing, Section I, Final Plat and found it to be in substantial compliance with applicable <br />ordinance requirements. As noted on the attached checklist, there is one item still pending (see <br />Exhibit B). There are also items that warrant additional discussion. <br />• Utility Easements: As of the date on which this report is being written, not all <br />of the City's franchise utilities have returned letters approving the location of <br />easements within the subdivision. The location and sizing of easements is very <br />typical for residential subdivisions. The utilities that have replied (H.L.& P., <br />Prime Cable) have approved the easement plan. Staff does not anticipate a need <br />to alter the proposed easement plan. Should the Commission approve the plat, <br />it should be with the provision that the plat not be released for recordation prior <br />to the City's receipt of all utility company letters. <br />• ~ecial Approvals: Plans for the proposed Fairmont Parkway crossover and turn <br />lanes have received Harris County approval. <br />• Money in Lieu of Park Land: A total payment of $10, 850 (for Section I) is due <br />to the City in lieu of park land dedication. This money will be placed in an <br />escrow account and may only be utilized for the acquisition or improvement of <br />public park land or facilities located in Park Zone I. This is the zone in which <br />Pecan Crossing is located. These fees must be paid prior to the plat being <br />released for recordation. <br />Additional items that have been considered as part of the review are as follows: <br />• Subdivision Covenants: The covenants for Pecan Crossing have been reviewed <br />by the City Attorney's office and found to satisfy ordinance requirements.
