CONSIDER REPEAT REQUEST FOR WOODS ON THE BAY TOWNHOMES, <br />S.2. <br />A motion was made by Eugene Edmonds to deny the replat request for Woods on the <br />Bay Townhomes, 5.2. The motion was seconded by Chuck Engelken. All were in favor <br />and the motion passed. <br />VI. OPEN PUBLIC HEARING TO CONSIDER ZONE CHANGE REQUEST R96-004. <br />THLS REQUEST SEEKS A REZONING OF A PORTION OF BLOCKS 1203 AND <br />1204; TOWN OF LA PORTS, NOW KNOWN AS TR. 1K, JOHNSON HUNTER, <br />ABST. 35 AND A PORTION OF TRACT 37A AND 37B, GEORGE B. <br />MCKINSTRY, ABST. 47, WffiCH IS FURTHER DESCRIBED AS BEING <br />LOCATED IN THE 1700 BLOCK OF S. 16TH STREET, LA PORTS, TEXAS. <br />THE PRESENT ZONING IS PLANNED UNIT DEVELOPMENT (P.U.D.) AND <br />THE REQUESTED ZONING IS HEAVY INDUSTRIAL (H.I.). <br />Chairman Waters opened the Public Hearing at 6:33 PM. <br />Mr. Rankin reported that the applicant, Robert C. Boncosky, is seeking a rezoning to <br />Heavy Industrial (HI) to provide for development of a trucking operation with tank truck <br />cleaning to occur on the property.. The current zoning is Planned Unit Development <br />(PUD). Staff reviewed the request and was concerned about rezoning to HI because of <br />the impact on residential land uses. Staff suggested anInfra-district PUD be created and <br />a Special Conditional Use Permit be granted to allow the trucking operation as well as <br />the tank truck cleaning operation. Staff recommended approval with conditions. <br />A. PROPONENTS <br />Robert Boncosky, owner of Boncosky Services, addressed the <br />Commission. Mr. Boncosky introduced his son, John Boncosky, Director <br />of Sales, and gave a brief presentation about the company. They intend <br />to employee 75+ people and expect the payroll to exceed $3,000,000 per <br />year. <br />B. OPPONENTS <br />There were none. <br />VII. CLOSE PUBLIC HEARING. <br />Chairman Waters closed the Public Hearing at 6:43 PM. <br />VIII. CONSIDER RECOMMENDATION TO CITY COUNCIL REGARDING ZONE <br />CHANGE REQUEST R96-004. <br />Mr. Rankin reported that 5 public notices were mailed to surrounding property owners. <br />
