• • <br />Page 5 of 10 <br />Planning & Zoning Commission <br />Minutes of October 17, 1996 <br />Code of Ordinances, to read: Truck terminals shall be located in areas <br />directly adjacent to the right-of--way of a designated truck route. Section <br />25-81 identifies 16th Street, from Barbours Cut Blvd. south to Fairmont <br />Parkway, as a designated truck route. <br />The property is located south of Fairmont Parkway and is not currently <br />on a designated truck route. Approval of the proposed truck terminal <br />(SIC #4231) should be subject to this portion of 16th Street being <br />approved as a truck route by La Porte City Council. The rezoning would <br />be conditional upon said approval. <br />The motion was seconded by Eugene Edmonds. All were in favor and the motion <br />passed. <br />IX. OPEN PUBLIC HEARING TO CONSIDER ZONE CHANGE REQUEST R96-005. <br />THIS REQUEST SEEKS A REZONING OF TRS. 17B, 17D, AND 17E, <br />CRESCENT VIEW, WffiCH IS FURTHER DESCRIBED AS 2803 OLD HWY. 146 <br />(S. BROADWAY), LA PORTS, TEXAS. THE PRESENT ZONING IS ffiGH <br />DENSITY RESIDENTIAL (R-3) AND THE REQUESTED ZONING IS GENERAL <br />CONIlVIERCIAL (GC). <br />Chairman Waters opened the Public Hearing at 6:45 PM. <br />A. PROPONENTS <br />George Robertson, 527 S. Shady Lane, spoke on behalf of his mother. <br />Mr. Robertson stated he was unaware that the zoning had changed to R-3. <br />The building has housed nothing but bars since 1942 and has been his <br />mother's main income. He requested permission to open a drinking <br />establishment at 2803 Old Hwy. 146. <br />B. OPPONENTS <br />Bill Strong, 2711 Crescent View, addressed the Commission. Mr. Strong <br />spoke on his own behalf and on behalf of an ad-hoc committee known as <br />"Old Hwy. 146 Committee", formed earlier this year by residents of the <br />general area. The committee's objective is to work with the City with <br />ordinance enforcement, enhancing property values, improving the <br />appearance of the area, and maintaining the residential thrust of the City's <br />Comprehensive Plan. <br />The committee is opposed to changing the zoning from residential to <br />commercial. <br />Chairman Waters acknowledged that Mr. Strong spoke on behalf of the committee and <br />
