<br />• <br />PL~A-NNING AND ZONING COMMISSION <br />MINiTI'ES OF MARCH 20,1997 <br />Members Present Chairman Betty Waters, Commission Members Eugene Edmonds, <br />Dottie Kaminski, Chuck Engelken, Howard Ebow, Jim Zoller <br />Members Absent Melton Wolters <br />City Staff Present Director of Plarming Guy Rankin, Chief Building Official Art Flores, <br />Assistant City Attorney John Armstrong, Planning Secretary Peggy <br />Lee (Audience: Assistant City Manager John Joerns) <br />I. CALL TO ORDER <br />The meeting was called to order by Chairman Waters at 6:00 PM. <br />II. APPROVE MINUTES OF THE FEBRUARY 20,1997, REGULAR <br />MEETING AND PUBLIC HEARING. <br />A motion was made by Chuck Engelken to approve the Minutes of February 20, <br />1997. The motion was seconded by Eugene Edmonds. All were in favor and the <br />motion passed. <br />III. CONSIDER APPROVAL OF THE GENERAL PLAN FOR SPENCER <br />LAKE SUBDIVISION. <br />Mr. Rankin presented staff's report. The proposed subdivision will consist of 112 <br />lots located on the north side of Spencer Highway in the 11,400-11,500 Block. The <br />current zoning is R-3 (High Density Residential). <br />Staff reviewed the General Plan and recommended that it be disapproved based on <br />the following: <br />1. Several graphic contents of the plan should be revised <br />a. Identify the type of development as a residential subdivision. <br />b. Side building lines shall be a minimum of ten feet in width. <br />c. Add square footage and proposed usage for Restricted, <br />Reserve "A". <br />d. Storm sewer easements shall be a minimum of twenty feet in <br />width. Identify easement size/use -northwest corner of <br />subdivision. <br />e. Correct the spelling of the Developer's name. <br />f . Show the names of surveyor and engineer. <br />
