• <br /> <br />- The funding mechanism to be used to provide for maintenance items <br />specified by covenants. <br />- A clear statement specifying the parties responsible for administration and <br />enforcement of covenants. <br />- The covenants shall be submitted for City review and comment. They wi11 <br />not be released for recordation until such time as the City deems them to be <br />satisfactory in terms of form and content. No building permit for the project <br />shall be approved or released until the approved covenants have been filed <br />for recordation with Harris County Deed Records. <br />The motion was seconded by Chuck Engelken. All were in favor and the motion <br />passed. <br />IV. CONSIDER APPROVAL OF THE PRELIMINARY PLAT FOR SPENCER <br />LANDING SUBDIVISION, SECTION 1, PART OF A MAJOR <br />SUBDIVISION LOCATED IN THE 11,400-11,500 BLOCK OF SPENCER <br />HIGHWAY. <br />Mr. Rankin presented staff's report. The proposed Spencer Landing Subdivision is <br />to be located on the north side of Spencer Hwy. in the 11,400-11,500 Block. The <br />Commission granted approval of the General Plan during the April 17'~ meeting. <br />Staff reviewed the Preliminary Plat for Section I of the Spencer Landing Subdivision <br />and recommended conditional approval. <br />A motion was made by Jim Zoller to conditionally approve the Preliminary Plat for <br />Spencer Landing Subdivision, Section I, subject to the following. <br />1. Amend the Preliminary Plat as per checklist. <br />2. Delete reference to proposed 8" sanitary sewer in the utility easement of <br />Block 2. <br />3. Amend plat to reflect a 100' diameter (50' radius) asphalt or paved <br />turnaround which adjoins the cul-de-sac located on the north end of the <br />subdivision. This temporary turnaround will remain in place until Section II <br />is developed <br />4. The developer needs to provide the City with a mylar of the General Plan, <br />signed by the developer and planning consultant, for the official files of the <br />Commission. <br />The motion was seconded by Melton Wokers. All were in favor and the motion <br />passed. <br />
