• <br />Staff Report Summer Winds Subdivision July 17, 1997 <br />Preliminary Plat, Section I <br />Requested Bv: Earl W. Wilburn, Jr. for Joseph G. Dow, President of Summer Winds, LLC <br />Requested For: 34.5910 Acres of Land being Outlots 700, 701, 702 and 703 to the W. B. <br />Lawrence Subdivision Volume 83, Page 344, H.C.D.R. out of the William <br />M. Jones Survey, A482, Harris County, LaPorte, Texas. <br />Present Zoning: Low Density Residential (R-1) <br />Rftuested Use: Residential Subdivision <br />Background: The Commission approved the General Plan on the June 19, 1997 meeting <br />with three conditions. The developer agreed to the conditions as stated in the <br />Planning and Zoning Commission report. The General Plan has been <br />amended to reflect the recommended changes. <br />Analysis: The developer has submitted all documentation necessary for Preliminary <br />Plat approval. However, before approval of the Section I Final Plat, <br />$11,375.00 payment of money in lieu of parkland will need to be made. As <br />noted in previous reports, this figure is calculated on a $175.00 per lot basis. <br />The total for the entire subdivision is $21,350.00. This will leave a balance <br />of $9,975.00 due upon development of Section H. <br />Upon submittal of the Section I Final Plat, the developer will be responsible <br />for providing covenants or deed restrictions. Specific terms of the covenants <br />should include the following: NOTE: (THE FOLLOWING ARE <br />REQUIRED BEFORE FINAL PLAT.) <br />• Clear responsibility for maintenance of landscaping, screening, fencing <br />and undeveloped portions of property. <br />• Clear responsibility of ownership and maintenance of stormwater <br />drainage systems including swales, channels and detention facilities. <br />Ownership of the detention area shall be shown on the face of the <br />Plat. <br />• The funding mechanism to be used to provide for maintenance items <br />specified by covenants. <br />
