CLOSE PUBLIC HEARING <br />• <br />Chairperson Waters closed the Public Hearing at 6:10 PM. <br />V. CONSIDER A RECOMMENDATION TO CITY COUNCIL REGARDING <br />AMENDMENTS TO CHAPTER 106 OF THE CODE OF ORDINANCES <br />REGARDING TELECOMMUNICATION TOWERS, ANTENNAS, <br />SUPPORT STRUCTURES AND TELECOMMUNICATION FACILITIES. <br />A motion was made by Sandie Staniszewski to recommend City Council <br />approval of the amendments to Chapter 106 of the Code of Ordinances <br />regarding telecommunication towers, antennas, support structures and <br />telecommunication facilities. The motion was seconded by Melton <br />Wolters. All were in favor and the motion passed. <br />VI. PRESENTATION BY DEVELOPER FOR PROPOSED TEXAS IMPORT- <br />EXPORT PARK. <br />Tom Northrup introduced himself and then introduced Doyle Toups, with <br />Grubb & Ellis. <br />Mr. Toups noted he was employed by the property owner, Stuart <br />Haynsworth, to market the property. Attempts were made to re-design the <br />development to satisfy the needs of the City and a major developer. <br />Several issues have now been addressed, such as ingress/egress, <br />utilities, drainage, detention and rail transportation. A problem is <br />recognized with the Union Pacific Railroad's crossing at Fairmont Parkway <br />and attempts are being made to design a project that will not have an <br />adverse affect on the situation. <br />Mr. Toups explained that users have been identified for the top portion of <br />the property, however a zone change to HI will be necessary to facilitate <br />the tenants. One of the prospective tenants is A&R Transport (also <br />represented by Mr. Toups). The initial development will create a <br />synergetic atmosphere attracting retail, commercial, and office <br />businesses. <br />
