Staff Report May 21,1998 <br />Replat of Blocks 276, 295 & 304 and <br />the Adjoining East "P', East "H" and 5 h(Arizona ) Streets; LaPorte <br />Requested By: Dr. John Sawyer, Superintendent of the La Porte Independent School <br />District, property owner <br />Requested For: Block 276, 295 & 304, according to the map thereof recorded in Volume 58, <br />Page 460 Deed Records of Harris County, Texas. Also, the adjoining rights — <br />of -way of East " P', East "IT' and 5h (Arizona) Street. <br />Location: 800, 900 and the 1,000 Block of San Jacinto Street <br />Present Zoning: N id Density Residential (R 2) <br />Background: The school district has a permit to construct an Instructional Support Center <br />building that will be located at 1002 San Jacinto Street. As part of the <br />proposed development, Ordinance #98-2233 was passed by the La Porte <br />City Council on April 27, 1998. The ordinance closed the existing alleys in <br />the 800, 900 and 1,000 Block of San Jacinto as well as the adjoining East <br />" 17% East "H" and 5 h (Arizona) Street rights -of -way. <br />As part of the ordinance closing, specific easements were retained by the <br />City to ensure access for proper maintenance of water and sanitary sewer <br />lines and drainage channels. A sheet showing those easements is attached as <br />Exhibit "A." <br />Note there are three existing structures located on the north end of the <br />property (previously known as Block 276). One building does not comply <br />with current front setback regulations; however, when built the residential <br />structure met regulations in effect at that time. The pre-existing, non- <br />conforming structure has since been converted to a school related museum <br />building and the proposed replatting will increase the current encroachment <br />by five feet (5'). The proposed building line setbacks and easements will not <br />impact any of the other existing structures. <br />Analysis: The applicant has requested the replat of these properties to establish a single <br />lot of record to facilitate future expansions. Once recorded, the new lot of <br />record will be known as the "LaPorte I.S.D. Instructional Support Center". <br />The plat showing the configuration of the lot with all easements in place is <br />attached as Exhibit `B". <br />Under the terms of Section 4.07 of Development Ordinancel444, a replat of <br />all or a portion of a subdivision may be released for recordation and deemed <br />valid and controlling when the following conditions have been satisfied: <br />
