This money will be placed in an escrow <br />account and will only be used for the acquisition or <br />improvements of public parkland or facilities located in Park <br />Zone I, the zone in which Summer Winds is located. <br />8. Submit subdivision covenants/deed restrictions for review and <br />approval <br />9. Submit subdivision construction plans for review and approval. <br />10. Submit title certificate for review by the City. <br />The motion was seconded by Sandie Staniszewski. All were in favor and <br />the motion passed. <br />III. OPEN PUBLIC HEARING <br />Chairperson Waters opened the public hearings at 6:06 PM. <br />A. DISCUSS SPECIAL CONDITIONAL USE PERMIT #SCU98-002, <br />REQUESTED FOR PROPERTY LOCATED IN THE 1900 BLOCK <br />OF AVENUE H STREET AT SOUTH 16T" STREET. THE <br />APPLICANT IS SEEKING A PERMIT FOR THE DEVELOPMENT <br />OF A PHARMACEUTICAL UNIT STRUCTURE THAT EXCEEDS <br />THE MAXIMUM BUILDING HEIGHT ALLOWED IN A HEAVY <br />INDUSTRIAL (H.I.) ZONE. <br />Mr. Kneupper presented staffs report. The applicant, Ron Evans, <br />for PPG Industries, requested a Special Conditional Use Permit for <br />the development of a pharmaceutical unit at their facility located in <br />the 1900 Block of Avenue "Hn at 16~' Street. <br />The new structure will exceed the maximum building height allowed <br />for structures in Heavy Industrial zones, which is currently 45 feet. <br />Public notices were mailed to ten surrounding property owners and <br />the City received two responses favoring the request. <br />1. PROPONENTS <br />Ron Evans, Environmental Manager for PPG Industries, <br />addressed the Commission. Mr. Evans answered questions <br />several of the Commission members had regarding the <br />types of drugs that will be manufactured at the new facility. <br />2. OPPONENTS <br />
