West Main <br />Street, a major thoroughfare and State Highway 146 should be able to <br />easily accommodate any traffic generated by new developments. <br />Moreover, the change would hardly impact the public health, safety, <br />and welfare of the City. <br />' As this area continues to develop, it is the intent of the Comprehensive <br />Plan to create favorable conditions for the prospective developers to <br />develop the area through the traditional development process. In order to <br />achieve this goal is to recognize the needs for developing these areas. <br />The area in which the subject tracts, based on the criteria established by the <br />City's Comprehensive Plan, is suitable for either present use or the requested <br />light industrial. The zoning change would not have a significant impact on <br />traffic conditions in the area. Moreover, utilities would not significantly be <br />affected. <br />The land between West Main & Polk on the South and 16'h Street East to the <br />Bayou has been zoned general commercial due to the Main Street Frontage. <br />If entire tract of property north of alley dividing Main Street from Polk Street <br />be zoned light industrial, compatible with the usage on North side of Polk <br />Street, the front end of Block 718 will remain commercial. The change from <br />General Commercial to Light Industrial has no impact on the future <br />development within the area.. The development within the subject tract <br />should not impact the viability of the surrounding area. <br />Conclusion: A comprehensive look at existing conditions in the area should be strongly <br />considered. Based on the facts, Staff suggests that Planning and Zoning <br />Commission should consider approval of zone change request. The <br />requested zoning would represent the highest and best use of the property, <br />granting the requested change would not be contrary to the goals and <br />objectives of the Comprehensive Plan. <br />
