• <br />• <br />Staff Report July 15,1999 <br />Zone Change Request #R99-001 <br />Requested by: <br />Requested for <br />Location <br />Present Zoning: <br />Port Properties, Inc. <br />Lots 17 thru 32, Block 335 <br />629 N. 8'h Street <br />General Commercial (GC) <br />Requested Zoning: Business Industrial (BI) <br />Background: The property in question is located at the southwest comer of North 8'h Street <br />and Barbours Cut Boulevard (Exhibit A). The property was developed in <br />1989 and included a temporary office building and a yard. The property is <br />zoned general commercial and has not been developed for several years. <br />Analysis: The area in which the subject tract is located is one that, based on the criteria <br />established by the City's Comprehensive Plan, is suitable for either the <br />present General Commercial (GC) or the requested Business Industrial (BI) <br />zone. The request appears to be compatible with the goals and objectives of <br />the Comprehensive Plan. <br />A zone change would result in one-half of Block 335 being rezoned to <br />Business Industrial, while the other half block along State Highway 146 <br />remains General Commercial (Exhibit B). In addition, Staff has included lots <br />1-16 of Block 334 to the request because we feel this provides for better land <br />use opportunities along Barbours Cut Boulevard. <br />The applicant seeks to expand an existing business, known as Port Plaza <br />across the street (Barbours Cut Boulevard) by developing truck service, <br />maintenance, and repair facilities. Staff, in reviewing the applicant's request, <br />has found it to be compatible with the Land Use Plan, Zoning, and uses of <br />the nearby properties. <br />The tracts in question are suitable for the requested change. As the tracts are <br />bounded by Business Industrial to the north and east, and General <br />Commercial to the south and west. The development within the subject tracts <br />should not have any adverse impact on the surrounding area. A change from <br />General Commercial to Business Industrial should not negatively impact the <br />surrounding properties and should not harm the value of the nearby <br />properties. <br />
