Requested For: A 19.982 acre tract of land part of the Richard Pearsall 1/3 league, Abstract Number 625, Hams County, Texas also being portions of Blocks 692, 693, 694, 695 and all of Blocks 710, 711, 712, and 713 of the T. W. Lee Subdivision as recorded in Volume 67, Page 1 of the Deed Records of Harris County, Texas. Present Zoning: General Commercial (GC), Business Industrial (Bi), & Light Industrial (LI) Requested Use: -Mini-Storage Warehousing Background: The proposed development is to be located at 2915 North 23' Street south of the Public Works facility of the City of La Porte (Exhibit A). The applicant is proposing to develop a Mini -Storage warehouse (Phase I) on the tract bounded by the streets and alleys of the T. W. Lee Subdivision having been cancelled, vacated, and abandoned by the order of the Harris County Commissioner's Court on April 8, 1935, and being a portion of two tracts of land conveyed from First National Bank of Waco to W. E. Stiles, ET AL, as recorded in Volume 7606, Page 467-468 of the D.R.H.C., and being located in the City of LaPorte, Harris County, Texas. Analysis: The development is proposed in phases. Once the general plan has been approved, it will be followed with a site development plan for the proposed section of the plan. The general plan proposes approximately 4.5 acres of mini -storage warehouse with five proposed buildings and detention pond in the rear. The tract of land south of the Public Works facility of the City of La Porte faces North 23'd Street on the west and S.P.R.R. along with other service companies easements on the east (Exhibit B). Staff has reviewed the plan and found it to be in accordance with the zoning and development ordinance of the City. The plan conforms to the goals, objectives, and policies of the City's Comprehensive Plan. The review is based upon the following policy considerations: • Development should occur only in appropriate areas identified for that use. Appropriate areas include those with good roadway access and minimal impact on residential and recreational uses.
