0 • <br />Staff Report La Porte Mini — Storage August 19,1999 <br />General Plan <br />Requested By: David Boothe <br />Landmark Interests Corp. <br />Requested For: A 19.982 acre tract of land part of the Richard Pearsall 1/3 league, Abstract <br />Number 625, Hams County, Texas also being portions of Blocks 692, 693, <br />694, 695 and all of Blocks 710, 711, 712, and 713 of the T. W. Lee <br />Subdivision as recorded in Volume 67, Page 1 of the Deed Records of Harris <br />County, Texas. <br />Present Zoning: General Commercial (GC), Business Industrial (Bi), & Light Industrial (LI) <br />Requested Use: -Mini-Storage Warehousing <br />Background: The proposed development is to be located at 2915 North 23' Street south of <br />the Public Works facility of the City of La Porte (Exhibit A). The applicant <br />is proposing to develop a Mini -Storage warehouse (Phase I) on the tract <br />bounded by the streets and alleys of the T. W. Lee Subdivision having been <br />cancelled, vacated, and abandoned by the order of the Harris County <br />Commissioner's Court on April 8, 1935, and being a portion of two tracts of <br />land conveyed from First National Bank of Waco to W. E. Stiles, ET AL, as <br />recorded in Volume 7606, Page 467-468 of the D.R.H.C., and being located <br />in the City of LaPorte, Harris County, Texas. <br />Analysis: The development is proposed in phases. Once the general plan has been <br />approved, it will be followed with a site development plan for the proposed <br />section of the plan. The general plan proposes approximately 4.5 acres of <br />mini -storage warehouse with five proposed buildings and detention pond in <br />the rear. The tract of land south of the Public Works facility of the City of La <br />Porte faces North 23'd Street on the west and S.P.R.R. along with other <br />service companies easements on the east (Exhibit B). <br />Staff has reviewed the plan and found it to be in accordance with the zoning <br />and development ordinance of the City. The plan conforms to the goals, <br />objectives, and policies of the City's Comprehensive Plan. The review is <br />based upon the following policy considerations: <br />• Development should occur only in appropriate areas identified for that <br />use. Appropriate areas include those with good roadway access and <br />minimal impact on residential and recreational uses. <br />
