P. <br />Requested for: Tract 13 D out of Enoch Brinson League, A-5 <br />Location: State Highway 146, LaPorte <br />Present Zoning: Light Industrial (LI) <br />Requested Zoning: Heavy Industrial (HIJ <br />Background: A 26.720 acre tract is located on the west of State Highway 146 and north of <br />State Highway 225 in the Enoch Brinson League, Abstract No. 5, Harris <br />County, Texas. The City limit lines run parallel to the property lines on east <br />west and north south along Strang Road. All of the undeveloped property is <br />facing Highway 146 on the east and Strang Road on the west within the <br />corporate limits of the City of La Porte (Exhibit A). <br />The Light Industrial zoning designation of the tract was assigned in <br />September, 1989, when the City adopted the current zoning map, in <br />conjunction with the Zoning Ordinance. PR:AXAIR and DUPONT facilities <br />aze located on the west and north of the property across Strang Road in the <br />Battleground Industrial District of the City of La Porte. <br />Analysis: The applicant is proposing a facility with truck maintenance and rail served <br />warehousing on a 10.05 acre tract. The flocking operation includes truck <br />maintenance, packaging, distribution, and trailer parking on the property. <br />The main entrance to the facility would be along Strang Road. The proposed <br />zone change will provide for development of tank truck cleaning and rail <br />served packaging and distribution building (Exhibit B). <br />The facility with a railroad access and tank truck cleaning require a HI <br />zoning per Code of Ordinances. The azea requested for a zone change is <br />shown on the north west corner of the tract along Strang Road (Exhibit C). <br />The front of property along State Highway 146 will remain Light Industrial <br />and planned to be landscaped with trees, shrubs, and evergreen planting. The <br />landscaping has also been proposed around detention neaz northeast corner <br />of the said property. <br />
